Puget Sound Clean Air Agency Finance Department Operations Analysis
As the prime consultant, GHA worked collaboratively with the Puget Sound 
Clean Air Agency (“PSCAA”) executive team and staff to perform a comprehensive analysis of the agency’s finance department, including integration and coordination activities with the human resources and technical services departments.  In addition, GHA developed a “best practices survey” to gather information regarding innovative and creative techniques that other public organizations have employed to enhance effective and efficient delivery of finance operations’ products and services, and to comply with applicable laws, regulations, policies and customer requirements. GHA also performed testing of accounts payable, accounts receivable and payroll transactions and processes in order to verify that selected transactions were properly approved, processed and documented. A comprehensive report outlining methodology, findings, recommendations and implementation was prepared and presented 
to PSCAA’s senior management. 
 
 
 
 
King County Wastewater Treatment Division (“WTD”) Progress Payment Process Analysis
As a prime consultant, GHA conducted a comprehensive review and assessment of WTD’s processes and procedures for progress payments associated with Architectural and Engineering (A & E) contracts. The assessment produced business improvement recommendations to help ensure that progress payment processes and procedures are effective, efficient, consistently applied, adhere to governing laws, policies and procedures 
and are able to withstand possible audits by other parties.  Information on best business practices of Sound Transit and the City of Seattle’s Public Utilities Department was analyzed and a summary provided to WTD.  A streamlined progress payment process and procedure was developed and is now being implemented by WTD.
